Nar Shaddaa

Overview

Nar Shaddaa is the largest moon of Nal Hutta and the busiest port in Hutt Space. Its surface is built over end to end, a vertical city stacked deep enough that the oldest levels sit buried under everything raised on top of them. The docks take traffic no Imperial-registered port would clear, and that is what the moon trades on: cargo moves through without a manifest, and crews wanting to disappear come here first. The nickname it carries off-world, the Smuggler's Moon, does most of the work of explaining it.

Environment

  • Fully urbanized. No natural terrain remains above the oldest lower levels.
  • Artificial atmosphere and climate control, maintained district by district and unevenly.
  • Upper levels are lit, serviced, and expensive. Conditions degrade with depth.
  • The lowest levels run unpowered in stretches and are not reliably mapped.

Politics

  • No registered planetary government. Hutt cartels hold de facto control of docking, trade, and enforcement across most districts.
  • Imperial presence is minimal and Imperial writ effectively stops at the docks.
  • Access is the lever rather than law. Docking clearance can be pulled without explanation and without appeal, and that is how most disputes get settled.
  • Below the serviced levels there is no enforcement at all. Territory is held by whoever can hold it.

The Lower Levels

The city was raised on top of itself rather than cleared, so the levels below street traffic hold intact structures from earlier eras of construction, Old Republic-era wrecks among them. Salvage in that layer is contracted out to independent crews and refused often enough that a job can sit unclaimed for a long time. What has moved into the wrecks is part of the reason.
